环境规制工具对建筑业碳排放的影响研究

摘　　要：为有效发挥环境规制对建筑业绿色低碳发展的促进作用,对我国2006~2019年省际建筑业碳排放量进行测算,根据环境规制特性划分了命令控制型、市场激励型、公众参与型三类工具,建立面板回归模型探究环境规制工具对全国及东、中、西部各地建筑业碳排放的影响。结果显示,不同环境规制工具对建筑业碳排放的影响具有差异,命令控制型工具显著正向促进建筑业碳排放,市场激励型与公众参与型工具的影响作用尚不显著;地区具有调节作用,东部环境规制更易发挥“创新补偿”效应。研究结果为合理利用环境规制工具,推动建筑业减排提供参考。To promote the green and low-carbon development of the construction industry through environmental regulation,thisstudy aims to explore the impact of environmental regulation on the carbon emission of the construction industry.Based on thecharacteristics of environmental regulation,this study divided the environmental regulation tools into three categories,includingcommand-and-control regulation,market-based regulation,and public regulation.Additionally,this study measured the carbonemission of China’s construction industry at the provincial level from 2006 to 2019.A panel regression model was established toexplore the impact of different environmental regulation tools on the carbon emission of China’s construction industry.The resultsshow that different environmental regulation tools have different impacts on the carbon emission of the construction industry.Thecommand-and-control regulation has a positive impact on the carbon emission of the construction industry,while market-basedregulation and public regulation have no significant impact.The findings show different impacts on carbon emission in differentregions in China.The environmental regulation is more likely to trigger the“Innovative Offsets”effect in the eastern area.Thesefindings can provide guides for the application of environmental regulation tools to promote emission reduction in the constructionindustry.
