摘　　要：鄱阳湖流域是我国重要的农业生产区,农业生产使用了大量农药、化肥,加剧了鄱阳湖流域土壤、水资源的污染,留下严重的农业面源污染问题。由此,治理污染的政策工具成为缓解现状的重要手段,对于农业面源污染治理的政策工具可以分为3类:环境型、供给型、需求型,其中环境型政策工具占主导地位,但未得到充分运用。文章通过整理分析自2012年以来发布的所有与农业面源污染的相关政策,建立分析框架,说明鄱阳湖农业面源污染治理的环境型政策工具存在的问题,在此基础上提出相关的政策建议。Poyang Lake basin is an important agricultural production area in China.Farmers use large amounts of pesticides and fertilizers in the process of production and living,which aggravates the pollution of soil and water resources in Poyang Lake basin,leaving increasingly serious non-point agricultural pollution problems.Therefore,the policy tools of pollution control have become an important means to alleviate the current situation.The policy tools of agricultural non-point source pollution control can be divided into three types:environmental type,supply type and demand type,among which the environmental type is the dominant policy tool,but has not been fully used.Therefore,this paper sorted out and analyzed all the policy texts related to agricultural non-point sources released since 2012,and established an analysis framework,so as to analyze the problems existing in the environmental policy tools of agricultural non-point sources pollution control in Poyang Lake,and put forward relevant policy suggestions on this basis.
