摘　　要：2021年,国家知识产权局、教育部联合发布《高校知识产权信息服务中心建设实施办法》,明确提出服务中心必须开展知识产权信息素养教育。文章在用户知识产权需求调研分析的基础上,从对象、规划、主体、内容、方式、手段和评估7大节点构建精准立体化的用户知识产权培训体系,实现专业课程全员全覆盖、系列大讲堂定向系统培养、嵌入讲座个性化满足特定用户群体、企事业单位主动服务的4大内容,并辅以知识竞赛和全媒体宣传,全面提高用户的知识产权全链条能力素养。In 2021,the State Intellectual Property Office and the Ministry of Education jointly issued the Implementation Measures for the Construction of Intellectual Property Information Service Centers in Colleges and Universities,which clearly stated that the service centers must carry out intellectual property information literacy education.Based on the survey and analysis of users’intellectual property needs,the article constructs an accurate and three-dimensional user intellectual property training system from the seven nodes of object,plan,subject,content,method,means and evaluation,and realizes the four major contents of full coverage of professional courses,targeted system training of series of lecture halls,personalized embedded lectures to meet specific user groups,and active service of enterprises and institutions,for the supplement by knowledge competition and all-media publicity,will comprehensively improve users’ability and quality in the whole chain of intellectual property.
