摘　　要：扶贫对消除贫困、缩小贫富差距、全面建成小康社会、实现共同富裕、维护公平正义等具有重要意义。1949年至今,中国的扶贫主要经历了生活救济式扶贫、生产帮扶与生活救助相结合的扶贫、大规模开发式扶贫、“八七攻坚扶贫”、巩固和提升相结合的扶贫、精准扶贫等发展阶段。新中国成立以来的扶贫取得了巨大的成就,为世界减贫做出了巨大的贡献,形成了具有中国特色的扶贫经验。一是具有健全高效的领导组织机制;二是科学的战略谋划机制;三是强有力的资源整合机制;四是发展与扶贫的融合机制;五是外力帮扶和内生力培养的协同机制。Poverty alleviation is of great significance to eliminate poverty,narrow the gap between rich and poor,build a moderately prosperous society in an all-round way,achieve common prosperity,and maintain fairness and justice.Since1949,China's poverty alleviation has mainly gone through the development stages of poverty alleviation by means of life relief,poverty alleviation by combining production assistance with life assistance,large-scale development oriented poverty alleviation,“August 7th Poverty Alleviation”,poverty alleviation by combining consolidation and improvement,and targeted poverty alleviation.Since the founding of New China,great achievements have been made in poverty alleviation,which has made great contributions to poverty reduction in the world,and has formed poverty alleviation experience with Chinese characteristics.First,it has a sound and efficient leadership organization mechanism;Second,scientific strategic planning mechanism;Third,a strong resource integration mechanism;Fourth,the integration mechanism of development and poverty alleviation;Fifth,the coordination mechanism of external assistance and endogenous cultivation.
