“十四五”时期文化消费的发展趋势与政策建议

摘　　要：“十三五”以来,我国文化消费总量和居民文化消费支出持续增长,文化消费水平不断提高。但是,文化消费增长率整体较低,文化消费支出增长滞后于收入增长和消费支出增长,与国际文化消费相比尚存在较大差距。“十四五”时期,随着我国居民消费水平不断提高,我国文化消费将迎来高增长期。城镇是我国文化消费的主要承载区,数字文化消费会继续引领文化消费走向,文化消费结构会加速优化。为构建文化消费发展新格局,建议着力加强文化消费品和服务的有效供给,重点完善各类文化消费载体和场景建设的体制机制,聚焦重点城市打造国际性文化消费引擎,积极推进以科技赋能构建数字文化消费新生态,引导健康的文化消费心理和行为。Since the 13th Five-Year Plan,Chinas total cultural consumption and residents'cultural consumption expenditure have continued to grow,and the level of cultural consumption has been continuously improved.However,the overall growth rate of cultural consumption is low,and the growth of cultural consumption expenditure lags behind the growth of income and consumption expenditure,and there is still a big gap with the international cultural consumption.In the period of the 14th Five-Year Plan,with the continuous improvement of the consumption level of Chinese residents,Chinas cultural consumption will usher in a period of high growth.Cities and towns are the main bearing areas of Chinas cultural consumption.Digital cultural consumption will continue to lead the trend of cultural consumption,and the structure of cultural consumption will be accelerated and optimized.To build the new development of cultural consumption,this paper suggests that improve the effective supply of consumer goods and services,enhance culture focus on perfecting the carrier of all kinds of cultural consumption and the scene of the construction of the system mechanism,focus on key cities to build an international cultural consumption engine,promote new consumption ecological construction of digital culture assigned by technology,guiding a healthy culture consumption psychology and behavior.
