我国档案造假问题的实证解析与治理对策

摘　　要：档案作为记载公民基本信息的重要文件材料,是公民面貌的真实写照,是选人用人的重要参考,在公民入学、入职、入党、晋升等环节具有不可替代的作用。可以说,档案材料的真实性、原始性会直接影响升学、就业、晋升等环节的公正性,决定档案事业能否在法治化的轨道上稳步前行。通过对把手案例库中的184例档案造假案件分析可知,档案造假行为在全国大多数省份出现过,且档案造假案件的上诉率较高。篡改档案、伪造档案、涂改档案、隐匿档案等行为破坏了档案的真实性,严重损害了社会公平,造成了恶劣的影响。为化解档案造假的矛盾纠纷、提高社会治理现代化水平,应当重视源头治理、提高档案队伍专业化水平、制定严格的档案审核标准、加大对档案造假行为的处罚力度、加快档案数字化的建设进程,以期实现档案管理工作的科学化、规范化、数字化和法治化。As an important document and material to record the basic information of citizens,archives are a true portrayal of citizens'appearance and an important reference for the selection and appointment of people.They play an irreplaceable role in the links of citizen enrollment,entry,party membership and promotion.It can be said that the authenticity and primitive nature of the archival materials will directly affect the fairness of the links such as college admission,employment and promotion,and determine whether the archival cause can move forward steadily on the track of the rule of law.According to the analysis of 184 cases of fraud archives in the database cases,it can be seen that archives falsification has appeared in most provinces in the country,and the appeal rate of archives falsification cases is relatively high.Tampering,forging,correcting and concealing archives destroy the authenticity of them,seriously damage social fairness and cause bad influence.To resolve the archives falsification disputes,improve the modernization level of social governance,we should attach importance to the source management,improve the professional level of archives team,formulate strict standards for archives auditing,increase the punishment of file fraud behavior and accelerate the construction of digital archives,in order to realize the scientific archives management work,standardization,digitalization and legalization.
