数字经济背景下政府与市场制度创新的协调研究

摘　　要：经济体制改革是全面深化改革的重点,核心问题是正确处理政府与市场的关系。政府与市场的关系实质上是一种制度均衡,在数字经济背景下,政府与市场的关系处于一种非均衡状态,数字化技术分别从微观、中观、宏观三个方面为二者关系达到新的均衡状态提供了动力。笔者认为,数字经济在政府职能转变中为制度创新提供了新动力,主要体现在政府治理能力和效率的提升、政府决策的精准性、政府投资的高效性、政府对人才配置的优化和政府对创新活动的激励。伴随着数字经济的不断发展,数字化技术通过重塑市场竞争机制、资源配置机制、数据要素确权机制和生产者声誉机制在市场层面实现制度创新;政府作为最主要的制度供给者和实施者,借助数字化技术推进自身角色向服务型转变。基于此,笔者提出以政府与市场制度创新协调加快数字经济发展的路径在于加快有为政府与有效市场的结合,在政府与市场的制度创新协调推进中形成新的制度供给,对市场主体的创新进行激励和约束,并借助数字技术和数据要素的双轮驱动加快数字政府的建设等政策建议。The development of digital economy reshapes the relationship between the government and the market,requiring innovation in both institution.However,the traditional economic theory has not reached an agreement on the role of government and market in balancing fairness and efficiency.The market and the government's adoption lags behind the development of China's digital economy,causing an imbalance.The two need to establish a new equilibrium.This paper theoretically analyzes the relationship between the government and the market under the digital economy's background.The rapid development of digital economy has affected the traditional economic development model,and the relative shortage of institutional supply has caused gradual imbalance from the original institutional equilibrium.Regarding the government institutional innovation,the development of the digital economy has led to the transformation of the government's role from management to service,which is crucial for modern governance systems and governance capacity.It is necessary to promote the gradual transformation of government functions through the transformation of government roles and the change of government functions.Regarding the market institutional innovation,the motivation of market players to pursue profits has not changed in the context of digital economy.Due to the change of the relationship between market players'income and innovation,replacing the income,the incentive of innovation has become the result of market institutional innovation.Because of the market components'changes,sufficient incentives have prompted people to pursue new economic benefits,bringing about more innovative activities,thus promoting the economic and social development.Compared with previous studies,this paper expands research in government institutional innovation and market institutional innovation.The government institutional innovation is mainly reflected in the transformation of the government role and the change of the government function.Digital technology enhan
