摘  要:《斯特恩报告》提出的碳排放总量和温度升高极限警示我们,在减少碳排放的同时,建立有效的“负排放”机制刻不容缓。自联合国提出“蓝碳”概念后,海洋碳汇相关研究一直是学界关注的重点领域。本文以海洋碳汇为研究对象,在梳理相关文献基础上,分析海洋碳汇对实现碳中和目标的作用与意义,提出建立海洋碳汇理论框架的逻辑、重点以及发展海洋碳汇的政策性建议。本文提出,海洋碳汇核算与定价应当围绕碳汇主体经济活动展开,通过建立海洋碳汇综合示范区,探索自愿减排市场和投融资机制,加速海洋碳交易落地。The total amount of carbon emissions and the temperature increase limit proposed by the Stern Report warns us that it is urgent to establish an effective“negative emission”mechanism while reducing carbon emissions.Since the concept of“blue carbon”was proposed by the United Nations,research on ocean carbon sinks has always been a field of academic concern.This paper takes ocean carbon sink as the research object,analyzes the role and significance of ocean carbon sink to achieve carbon neutrality on the basis of reviewing relevant research literature,and puts forward the logic and key points of establishing the theoretical framework of ocean carbon sink as well as policy suggestions related to the development of ocean carbon sink.This paper proposes that the accounting and pricing of marine carbon sinks should focus on the economic activities of the main carbon sinks.By establishing a comprehensive demonstration area for marine carbon sinks,exploring the voluntary emission reduction market and investment and financing mechanisms,it is imperative to accelerate the implementation of marine carbon trading.
