欧盟渔业资源养护政策的变革调整及启示

摘　　要：本文回顾了从欧共体到欧盟时期渔业资源养护政策的形成、确立及演变历程,指出渔业资源养护政策目标在于实现渔业资源的可持续利用。根据欧盟共同渔业政策改革方案,从渔业管理、国际政策、市场和贸易政策以及财政支持等方面对欧盟渔业资源养护政策进行了系统梳理,指出上一轮共同渔业政策改革主要对渔业资源管理方式、区域化渔业资源养护、国际政策中的渔业资源养护进行了调整,并结合即将启动的新一轮共同渔业政策改革,提出加大对渔业资源的保护力度、设立渔业发展专项基金、合理利用国际规则确保海洋渔业权等建议。In this paper,we review the formation,establishment and evolution of fisheries resources conservation policies from the EC to the EU.We point out that fisheries resources conservation policy focus on achieving long-term sustainable use of fisheries resources.We systematically review the EU fisheries resources conservation policy in terms of fisheries management,inter-national policy,market and trade policy and financial support according to the EU Common Fisheries Policy reform program.We find that the last round of CFP reform mainly made changes to the way fisheries resources,including the way of fisheries resources management,regionalized fisheries resource man-agement and international policies in fisheries resources conservation.There-fore,we proposed to increase the protection strength of fishery resources,es-tablish a special fund for fishery development,and rationally use the interna-tional rules to ensure marine fishery rights.
