摘 要:优化的农业保险市场结构是农业保险可持续发展的条件。综合考虑保险机构的财务稳定风险与破产风险,构建能够实现风险平衡的0-1规划模型,以河北省各县粮食产量保险为例,利用遗传算法对农业保险市场上保险机构的个数及承保区域进行优化与选择,结果显示:农业保险市场的总风险呈现U型变化特征,保险机构的数量过多或过少都会提高农业保险市场的整体风险,并且保险机构的偿付能力对最优的机构数量具有显著影响,利用本文所构建的模型能够规划保险机构的承保区域,降低经营风险和破产风险形成的整体风险,促进农业保险市场结构的优化。The optimized agricultural insurance market structure is the condition for the sustainable development of agricultural insurance.Considering the financial stability risk and bankruptcy risk of insurance institutions comprehensively,a 0-1 programming model that can achieve risk balance is constructed.Taking the grain production insurance of each county in Hebei Province as an example,the number of insurance institutions and the underwriting area in the agricultural insurance market are optimized and selected using genetic algorithms.The results show that the total risk of the agricultural insurance market presents a U-shaped change feature,and too many or too few insurance institutions will increase the overall risk of the agricultural insurance market.Also,the solvency of insurance institutions has a significant impact on the optimal number of institutions.The model built in this paper can be used to plan the underwriting area of insurance institutions,reduce the overall risk caused by operational risk and bankruptcy risk,and promote the optimization of the agricultural insurance market structure.
