摘　　要：文章探讨了苏康码应用在疫情防控中面临的机遇和挑战,以期提高苏康码疫情防控的有效性,为后续苏康码建设与发展提供参考。运用SWOT分析法,剖析苏康码在疫情防控中的内部优势和劣势以及外部机会和挑战。苏康码应用发展的优势包括政策支持、多部门多层级网格化联动管理、依托江苏政务服务基础建设完善、健康大数据技术完善;劣势包括资金短缺、多部门沟通机制不成熟导致协调困难、信息资源共享程度低、数据更新不及时;机遇包括疫情突发大规模人群跨区域流动、用户依从性大、数字鸿沟带来数字机遇、政企合作化共赢;挑战包括相关法律建设缺失、监管机制不完善、网络信息安全问题亟待加强、健康码相关标准制定工作滞后、绿码不一定代表健康。因此,苏康码的升级迭代刻不容缓,要合理利用优势,抓住机遇和挑战,克服苏康码应用发展中的劣势,发挥更大的疫情防控效用。The article discusses the opportunities and challenges faced by the application of personal health information code of Jiangsu in epidemic prevention and control,in order to improve the effectiveness of personal health information code of Jiangsu epidemic prevention and control,and provide reference for the subsequent construction and development of personal health information code of Jiangsu.The SWOT analysis method is used to analyze the internal strengths and weaknesses as well as external opportunities and challenges of personal health information code of Jiangsu in epidemic prevention and control.The advantages of personal health information code of Jiangsu application development include policy support,multi-sector and multi-level grid linkage management,the improvement of Jiangsu government service infrastructure,and the improvement of health big data technology;the disadvantages include lack of funds,difficulties in coordination due to the immature communication mechanism among multiple departments,low degree of information resource sharing,and untimely data updating;the opportunities include large-scale cross-regional flow of people with epidemic outbreaks,large user compliance,digital opportunities brought by the digital divide,and win-win cooperation between government and enterprises;the challenges include the lack of relevant legal construction,the imperfect regulatory mechanism,the urgent need to strengthen the network information security issues,the lag in the development of health code related standards,and the green code does not necessarily represent health.Therefore,the upgrading and iteration of personal health information code of Jiangsu is urgent.It is necessary to make rational use of its advantages,seize opportunities and challenges,overcome its disadvantages in the application and development of personal health information code of Jiangsu,and play a greater role in epidemic prevention and control.
