按效付费机制对综合管廊PPP项目运营补贴的影响研究

摘　　要：按效付费机制是保障PPP项目产出效果的重要举措。文章筛选出四种地下综合管廊PPP项目按效付费机制的常用模式,基于通化市某地下综合管廊PPP项目,对比分析各模式对运营补贴支出的影响,发现在相同的绩效考核结果下,挂钩方式和绩效评价系数的不同组合对政府运营补贴产生的影响不同,甚至出现巨大差异,最终导致按效付费机制的激励效果不同,在此基础上,文章建议在进行按效付费的设置时,应综合考虑挂钩方式和绩效评价系数的设置,设置合理的约束激励机制,以期能够提升按效付费机制的激励效果,保障地下综合管廊设施与运营维护服务的产出质量。The Payment by effect mechanism an important measure to ensure the output effect of PPP projects.The article screened out four modes of Payment by effect model for utility tunnel PPP projects,based on the PPP project of autility tunnel in Tonghua,and through comparative analysis of the impact of each mode on operating subsidy expenditure,it was found that under the same performance evaluation results,different combinations of the linking method and performance evaluation coefficient will have different degrees of impact on government operational subsidies,there is even a huge gap,and ultimately lead to different incentive effects of the mechanism.Based on the finding,the article suggests that when setting up the mechanism,the linking method and performance evaluation coefficient should be comprehensively considered,and a reasonable constraint and incentive mechanism should be set up,in order to improve the incentive effect of the payment by effect mechanismand ensure the output quality of utility tunnel and maintenance services.
