城市风貌保护视角下规划管控与管理体系研究——以青岛中心城区为例

摘　　要：城市风貌集中展现城市建筑、街道等要素的外在特征与经济、文化、历史等元素的内在底蕴,在城市发展中扮演着重要作用。伴随着城市化进程的不断加快,许多城市盲目追求快速化,使原本各具特色的城市风貌逐渐消退,“千城一面”的尴尬现象愈发明显。文章以青岛中心城区为例,结合《青岛市城市风貌保护规划》的编制,探讨运用“整体格局-风貌分区-导则控制”的规划方法以及相关管理体系实践,延续并塑造城市特色风貌,以期为其他城市相关工作提供参考与借鉴。Urban style shows the external characteristics of urban buildings,streets and other elements and the internal details of economic,cultural and historical elements,and plays an important role in urban development.With the accelerating process of urbanization,many cities blindly pursue rapid development,which makes the original distinctive urban style gradually fade away,and the embarrassing phenomenon of"one side of a thousand cities"becomes more and more obvious.Taking the central urban area of Qingdao as an example,combined with the compilation of the urban landscape protection plan of Qingdao,this paper discusses the use of the planning method of"overall pattern-Landscape zoning-Guideline control"and the practice of relevant management systems to continue and shape the urban features,in order to provide reference and reference for other cities'related work.
