摘　　要：顺应空间规划改革要求,建立“技术、实效、价值”三位一体的规划评估工具,深入考量既有规划的适应性问题,是做好国土空间规划、引领高质量发展的前置性工作。文章以兰州新区为例,反思其规划预期与发展现实之间的差异性,采取半量化的方法从基本层面、实践层面、长远层面三个层面开展总体规划适应性评价,并基于评价结论从用地、价值、目标、布局和政策五个维度提出了空间规划改革建议。In response to the requirements of spatial planning reform,the establishment of a three-in-one planning assessment tool of "technology,effectiveness and value" and in-depth consideration of the adaptability of existing plans is a pre-requisite for good territorial spatial planning and leading high-quality development.Taking Lanzhou New Area as an example this paper reflects on the discrepancy between its planning expectations and development reality,and adopts a semi-quantitative approach to evaluate the adaptability of the masterplan at three levels:basic,practical,and long-term,and based on the evaluation conclusions,puts forward the spatial planning suggestions from the five dimensions of land use,value,objective,layout and policy.
