摘　　要：数字财政是数字化发展的必然趋势,对实现国家治理体系和治理能力现代化起着关键的作用。数字人民币是数字财政建设的关键组成,也是推动财政数字化转型的重要工具。数字财政建设中,数字人民币在宏观上有利于提高财政政策和货币政策协调配合能力,结构上促进提升资源配置效率和改善国民收入分配,体制上推动“有为政府”与“有效市场”协同实现经济社会高质量发展。财政数字化转型中,数字人民币作用的充分发挥,需要加强财政体制现代化建设,完善财政数字化的配套设施,优化数字人民币应用环境,提高财政治理与数字人民币的契合度。Digital public finance is inevitable for the modernization and digital development of the national governance system and governance capabilities.The e-CNY is a key component of the construction of digital public finance and an important tool to promote the digital transformation of public finance.The functional role of the e-CNY in digital public finance is to improve the coordination ability of fiscal and monetary policies on a macro level,to enhance the efficiency of resource allocation and improve the distribution of national income structurally,and to promote the synergy of promising government and effective market to achieve high-quality development on a institutional level.To give full play to the role of the e-CNY in the digital transformation of public finance,it is necessary to strengthen the modernization of the fiscal system,improve the supporting facilities for fiscal digitization,optimize the application environment of the e-CNY,and improve the fit between fiscal governance and the e-CNY.
