摘　　要：健全党管干部、选贤任能制度是党中央提出的重大命题,其核心是在干部委任中坚持选贤任能。中国特色选贤任能委任制是党管干部、选贤任能制度最主要的制度形式,它坚持党管干部和民主集中制原则,以“选贤任能”为价值导向,坚持德才兼备、以德为先、任人唯贤的新时代组织路线,丰富和完善了干部选拔任用程序和配套保障制度,是具有中国特色社会主义制度属性的干部制度形式。中国特色选贤任能委任制,在干部管理、选拔标准、组织原则、干部来源、程序要件、制度环境、权力结构七个维度上实现了创新突破,共同构建了多维度的核心内涵。To improve the system of the Party’s management of cadres and the selection and appointment of talented capable people is a major proposition put forward by the Party Central Committee.The purpose is to adhere to the selection and appointment of talented capable people in the appointment of cadres.The system of selection and appointment of talented capable people with Chinese characteristics is the most important form of the system of the Party’s management of cadres and the selection and appointment of talented capable people.It adheres to the principle of the Party’s management of cadres and democratic centralism,takes“selecting and appointing talented capable people”as the value orientation,and adheres to the organizational line of the new era of selecting and appointing people having both moral integrity and ability,taking morality as the fi rst,and appointing people on their merit.It has enriched and improved the system of cadre selection and appointment procedures and supporting security system,and is a form of cadre system with the attribute of socialism with Chinese characteristics.The system of selection and appointment of talented capable people with Chinese characteristics has achieved innovative breakthroughs in the seven dimensions of cadre management,selection criteria,organizational principle,cadre source,procedural element,institutional environment,and power structure,which jointly construct the multi-dimensional core connotation.
