摘　　要：农业用地是自然历史过程的产物,不是人类劳动创造的。人类可以开发已有的土地(广义的土地包括水面),却不能创造新的土地。农业用地的有限性与社会对农产品需求的无限性,决定了农业科学技术进步的迫切性。农业科学技术进步不仅表现在提供日益增多的农产品,还表现在提供逐步升级的优质、绿色农产品,以满足人民不断增长的美好生活需要。农业科学技术进步不仅要遵循无机界规律,而且要遵循有机界规律,其复杂性、艰巨性是其他产业所不能比拟的。在农业生态系统中,植物性产品是第一性产品,动物性产品是第二性产品,粮食是基础的基础。要注意保持农业生态系统的平衡,发扬我国传统农业的优势,坚持走绿色农业的发展道路。要把农业科学技术进步运用于发展农村大农业,创造农村新业态,走一二三产业融合发展道路,发展县域富民产业,使广大农民群众都富裕起来。The land being used in the agricultural industry results from natural historical development, rather than what human labor creates. Human beings can develop existing land which includes areas with water broadly, but they cannot create new land.The tension between the scarcity of agricultural land supply and the unlimited desirable demand for agricultural products can only be resolved through progress in agricultural science and technology.Progress in agricultural science and technology is manifested not only in providing increasingly more agricultural products, but also in supplying more high-quality green agricultural products to satisfy people’s increasing demand.Progress in agricultural science and technology needs to follow the laws both in the inorganic and organic spheres, whose complexity and difficulty are second to none of the other industries. Under the agricultural ecological system, plant-based products are the first order products while animal-based products are secondary.That is, food is the fundamental base of all agricultural products. It is imperative to maintain the balance in the agricultural ecological system, carry forward the traditional advantage in agriculture industry and insist on taking the road of green agricultural development. We need to apply agricultural science and technology to the broad rural agriculture industry.By creating new rural business and taking the path of integrating the development of the first, secondary and tertiary industries, we can develop county-level wealth-enhancing industries to make the vast number of farmers rich.
