摘 要:随着我国城市治理转型的加快,物业矛盾纠纷的多发频发,“业主委员会”逐渐成为城市住宅小区业主维护合法权益、开展业主自治建设的基本组织,也成为加强和创新基层社会治理的重要载体。从历史演变来看,我国业主委员会的产生和发展,主要经历了四个“浪潮式”的历史阶段,并形成了各具特点的物业管理格局。作为一种基层治理模式,业主委员会的发展面临组织、制度、结构、身份等多重治理困境。从整个发展状况来看,我国城市业主委员会仍处于较不成熟的发展阶段,亟待通过深化改革创新,进一步完善和提升业委会治理效能和水平,使之成为更加积极有效的治理主体力量。With the increase of contradictions and disputes in property management, homeowners’ association has gradually become the basic organization for urban residential neighborhood to safeguard their legitimate rights and interests and carry out the construction of homeowners’ self-governance. It has also become an important carrier for strengthening and innovating grass-roots social governance. From the perspective of historical evolution, the emergence and development of homeowners’ association in China has mainly experienced four “wave” historical stages, and formed a property management pattern with its own characteristics. As a grass-roots governance model, the development of homeowners’ association faces with multiple governance difficulties, such as organization, system, structure and identity. From the whole development situation, China’s urban homeowners’ association is still in a relatively immature development stage. It is urgent to further improve the governance efficiency and level of the homeowners’ association through deepening reform and innovation so as to make it a more active governance force.
