基层党建引领乡村治理的运作逻辑与形成机理——基于山东省大户陈家党建示范区的个案分析

摘　　要：党治基层是认识和理解中国基层党建转型的实践基础。基层党建转型要求调整党群关系与凸显治理属性,推动形式党建向功能党建转型,组织基层党员参与乡村治理,更好地践行党建的群众路线方针。通过山东省大户陈家党建示范区案例引介发现,基层党建引领乡村治理,推动基层党组织统筹运作,通过设置包括党小组长和网格员在内的制度节点,彰显党员联户网格化的治理优势,激活党员身份感,成为基层党建引领乡村治理的运作逻辑,从而激发党员先进性与积极性,提高乡村治理能力。基层党建引领乡村治理的形成机理在于形塑党组织的治理责任权、组织动员的身份在场和具体事务的治理嵌入。以乡村治理激活基层党建,遵循的是治理视角,这也是新时代基层党建转型思路的逻辑起点。The Party governing the grassroots is the practical basis for understanding and understanding the transformation of the grassroots Party construction in China.The transformation of grassroots Party building requires adjusting the relationship between the Party and the masses and highlighting the governance attributes,promoting the transformation of formal Party building to functional Party building,organizing grassroots Party members to participate in rural governance,and better practicing the mass line and principle of Party building.Through the case introduction of The Big Chen Family Party Construction Demonstration Area in Shandong Province,it is found that grassroots party construction leads rural governance,promotes the overall operation of grassroots party organizations,and establishes system nodes including party group leaders and grid members to highlight the governance advantages of household grid of party members,activate the sense of identity of party members,which becomes the operation logic of grassroots Party construction leading rural governance,thus inspiring the advancement and enthusiasm of party members.We will improve our capacity for rural governance.The formation mechanism of grassroots Party construction-led rural governance lies in shaping the Party organization’s governance responsibility and power,the presence of organizational mobilization and the governance of specific affairs.Activating grassroots Party building with rural governance follows the governance perspective and is the logical starting point of the transformation of grassroots Party building in the new era.
