经济学视角下村寨民族文化旅游资源补偿理论探析

摘　　要：民族文化旅游资源是村寨发展旅游业、巩固脱贫攻坚成果、实现乡村振兴的核心要素,具有非排他性、非竞争性和显著的正外部性特征。根据“开发者付费,受益者补偿,破坏者赔偿”的原则,对村寨民族文化进行补偿是有效利用资源、秉持公平正义原则、合理分配利益最终实现共同富裕的根本遵循。探究民族文化补偿的理论支撑是实施民族文化补偿机制的基础,运用供求理论论证民族文化补偿的必要性,构建民族文化供需博弈模型,探讨民族文化补偿缺失的根源,填补民族文化补偿机制理论缺失,为民族文化产权的确立和民族文化补偿立法提供理论参考。Ethnic cultural tourism resources with non-exclusivity,non-competitiveness and significant positive external feature are the core elements for the development of village tourism,consolidation of poverty alleviation and rural revitalization.Compensating the ethnic culture of villages according to the principle of“the developer pays,the beneficiary compensates,and the destroyer compensates”is the fundamental guideline to effectively utilize the resources,uphold the principle of fairness and justice,and reasonably distribute the benefits to achieve common prosperity.The theoretical support of ethnic culture compensation is the basis for implementing the mechanism of ethnic culture compensation.The theory of supply and demand was used to prove the necessity of ethnic culture compensation.The game model of ethnic culture supply and demand was constructed.The root causes of the lack of ethnic culture compensation were explored.The lack of theory of ethnic culture compensation mechanism was filled.Theoretical reference for the establishment of ethnic culture property rights and legislation of ethnic culture compensation was provided.
