摘 要:为实现海外某油田地面工程高效、低耗、绿色和环保开发目标,从源头进行设计控制,最大限度地减少废气向大气泄放,废水和废固向水域或陆地排放,把油田开发生产过程中产生的废物量降至最低,以避免油田开发项目对环境和居民生活造成负面影响。结合工程所在国家地区的环境位置和环保要求,按照所在国法律法规要求和国际金融公司(IFC)油气开发环境指南,采用先进的油气水处理工艺和高水平保护环境的废物减量技术方法,即应用最佳可行技术(Best Available Techniques,BAT),制定出适应本工程项目最严格的合理废物排放水平值范围,达到了满足项目所在地环境质量基线和高水平环境保护要求。In order to achieve the development goals of high efficiency,low consumption,green,and environmental protection,the surface engineering of an overseas oilfield is designed and controlled from the source to minimize the emission of waste gas to the atmosphere,and the discharge of waste water,and waste solids to waters or land,so as to minimize the amount of waste generated in the process of oilfield development and production,and avoid the negative impact of oilfield development projects on the environment and residents'lives.Considering the environmental location,and environmental protection requirements of the country and region where the project is located,in accordance with the laws,and regulations of the host country,and the International Finance Corporation(IFC)oil and gas development environmental guidelines,advanced oil,gas and water treatment technology,and high-level environmental protection waste reduction technology,namely the Best Available Techniques(BAT),are used to develop the most stringent range of reasonable waste discharge levels suitable for the project,which meet the environmental quality baseline and high-level environmental protection requirements of the project location.
