摘　　要：探究新型城镇化与低碳城市建设的耦合互动关系对加快实现高质量发展具有重要意义。文章在分析新型城镇化与低碳城市建设耦合协调机制的基础上,构建了新型城镇化与低碳城市建设复合系统的评价指标体系及相应的评价分析模型,对乌鲁木齐市协调发展状况进行了实证研究。结果表明:2009—2018年乌鲁木齐市新型城镇化与低碳城市建设水平均呈现上升态势;二者耦合度稳定在0.99左右,具有良好的共振性,且协调发展关系从勉强协调转变为良好协调;人口城镇化、低碳生产和低碳生活是阻碍其协调发展的主要因素;未来,乌鲁木齐新型城镇化与低碳城市建设的复合系统将向更优质的协调发展状态演进。基于以上研究结果,文章从提高公共服务供给水平、补足低碳生产系统短板、引导居民深入践行低碳生活方式、加大政策支撑力度等方面提出政策及建议。To explore the coupling and interaction between new-type urbanization and low-carbon city development is of great significance to accelerate the high-quality development.Based on the analysis of the coupling and coordination mechanism between new-type urbanization and low-carbon city development,this paper constructs an evaluation index system.This empirical study showed that the development of new-type urbanization and low-carbon city development in Urumqi showed an upward trend from 2009 to 2018,the coupling degree being around 0.99,with good resonance,and the coordinated development relationship changed to well coordination.Population urbanization,low-carbon production and low-carbon living were the main factors hindering their coordinated development.In the future,the composite system in Urumqi would evolve towards a better quality,coordinated development state.Based on the above findings,this paper proposed policies and recommendations in terms of improving the level of public service provision,complementing the shortcomings of low-carbon production systems,guiding residents to practise low-carbon lifestyles in depth,and strengthening policy support efforts.
