国土空间规划体系中的历史文化保护协同方法初探——以广元市为例

摘　　要：历史文化保护与传承一直是城市发展建设中的重要任务,在国土空间规划体系构建初期缺乏历史文化保护与国土空间总体规划的衔接方法。为此,通过梳理当前国土空间规划编制的背景与难点,基于分析我国历史文化保护的法制管控特征,提出应将历史文化保护作为空间规划统筹的重要内容之一,并尝试构建国土空间规划体系中的历史文化保护协调方法。以四川省广元市的实践为例,重点探索历史文化保护与空间规划的基础研究、目标策略、空间布局、三线划定、空间分区、存量更新等多个环节的规划统筹路径。The conservation of history and culture has always been an important task in urban development,but in the early constructing stage of territorial spatial planning,the connection between historical conservation and overall spatial planning is temporarily lacking.This paper proposes the importance of history and culture conservation by analyzing the background and difficulties of territorial spatial planning and relevant laws in China,and builds a coordination method between territorial planning system and history and culture conservation.Finally,this paper takes the practice of Guangyuan in Sichuan as an example,focusing on basic research,target and strategy,spatial layout,three-line demarcation,spatial zoning,and inventory update in history and culture conservation and territorial spatial planning.
