摘　　要：产业兴旺是乡村振兴的重要内涵和高质量发展的核心议题,苏南地区的乡村工业转型发展是国家治理体系和治理能力现代化在县域层面率先的生动实践和积极尝试。中华人民共和国成立以来,苏南乡村工业历经多个阶段演进,发展要素和空间形态不断演变和累积,当前呈现出“空间规模减量、产业能级弱化、村级财政下滑”等特征。基于制度变迁理论,指出苏南模式下“集体—企业—村民”存在紧密的经济“内部循环”,政府通过“强制性制度变迁”打破了结构锁定,推动乡村工业经济从“内部循环”转向“外部循环”,但也面临高昂制度成本的挑战。乡村工业空间转型并非一蹴而就“,深水区”改革创新应将“自上而下”和“自下而上”的转型路径相结合,在制度层面上进行创新与尝试,助力乡村振兴和高质量发展。The prosperity of rural industries is an important connotation of rural revitalization and the core issue of high-quality development.The transformation and development of rural industries in southern Jiangsu is the first lively practice and active attempt to modernize the national governance system and governance capacity at the county level.For a period,rural industry in southern Jiangsu has gone through many stages of evolution,with the evolution and accumulation of development elements and spatial forms.At present,it presents the characteristics such as reduction of spatial scale,weakening of industrial energy level and decline of village level finance.Based on the theory of institutional change,this paper points out that there is a close economic internal cycle of collective enterprise villagers under the southern Jiangsu model.The government breaks the structural lock through mandatory institutional change and promotes the rural industrial economy from the internal cycle to the external cycle,but it also faces the challenge of high institutional cost.The transformation of rural industrial space cannot be achieved overnight.The institutional path should make further innovation and attempt to help the realization of rural revitalization and high-quality development.
