摘  要:为进一步提高干旱防范应对水平,最大程度减轻旱灾损失,以2022年长江流域湖南地区出现的历史罕见干旱为例,分析了大范围、高强度、长历时气象水文干旱的发展过程。总结了旱情旱灾特点,全面复盘了湖南省坚持以“水”为主导,做好“水”文章,突出提前蓄水、精准保水、联合调水、及时补水、精细管水、节约用水、积极增水、全力供水的工作过程。结果表明:通过科学部署,湖南省有效应对灾情,做到了大旱之年无大灾。相关经验和做法可为后续干旱灾害防御工作提供参考。In order to further improve the capacity of drought relief and response and minimize the loss of drought,the extreme drought in the Yangtze River Basin of Hunan Province in 2022 was taken as an example to analyze the development process of hydrological drought with a wide range of impacts,high intensity and long duration.The characteristics of drought situation and drought were summarized,and the drought-fighting process of Hunan Provincial Water resources Department focusing on water resources was reviewed,including pre-storage,precise water saving,joint operation,timely water replenishment,fine management,water saving,active water increase,full water supply and other measures.The results showed that Hunan Province has effectively dealt with the disaster through scientific deployment,and there was no huge loss.The experiences and practices can support subsequent drought disaster preparedness efforts.
