数字经济促进国家级经济开发区高质量发展研究—来自市级层面的经验证据

摘　　要：现有理论分析发现,数字经济通过优化产业结构、提升科技创新水平、对外开放水平和绿色发展水平促进国家级经济开发区高质量发展。文章选取2012-2021年间面板数据,对国家级经济开发区高质量发展水平指数及数字经济发展水平指数进行测度和实证分析,结果表明:数字经济发展显著促进了国家级经济开发区高质量发展,选取“是否建立国家大数据综合试验区”作为外生政策冲击进行准自然实验和分段回归实验,这一结论依然成立。中介效应分析表明:国家级经济开发区产业结构优化、科技创新能力提升、对外开放水平提高、绿色发展水平提升均在数字经济发展对国家级开发区高质量发展的影响中存在中介效应。本文研究结论启示,通过推动东部、中部、西部地区数字经济差异化发展,能进一步释放数字经济对国家级经济开发区高质量发展的红利。Theoretical analysis shows that the digital economy is promoting the high-quality development of statelevel economic and technological development zones by optimizing the industrial structure and improving the level of scientific and technological innovation,opening up,and green development.The panel data from 2012 to 2021 are used to measure and empirically analyze the high-quality development level index and digital economy development level index of state-level economic and technological development zones.The results show that the development of the digital economy has significantly promoted the high-quality development of state-level economic and technological development zones.This conclusion is still valid under the segmented regression and the quasi-natural experiment conclusion of selecting the“National Big Data Comprehensive Pilot Zone”as an exogenous policy impact.The analysis of intermediary effect shows that the optimization of industrial structure,the improvement of scientific and technological innovation ability,the improvement of opening up,and the improvement of green development level of state-level economic and technological development zones all have intermediary effects in the impact of digital economic development on the high-quality development of state-level economic and technological development zones.By promoting the differential development of the digital economy in the central and western regions,we can further tap the dividend of the word economy on the high-quality development of state-level economic and technological development zones.
