摘　　要：当前国家物资储备基础性、综合性、高位阶性立法缺失,需要从战略角度进行国家物资储备立法。国家物资储立法中,需要对国家物资储备的各项制度进行明确的设定,并通过法律规制的方式将各项制度进行有机统筹。立法实体要指向构建国家储备新秩序。At present,there is a lack of basic,comprehensive and high-level legislation on national material reserve,which requires legislation on national material reserve from a strategic perspective.In the legislation of national material reserve,it is necessary to clearly set up various systems of national material reserve,and organically coordinate all systems by means of legal regulation.The legislative entity should aim at building a new order of national reserves.
