摘　　要：地方政府间关系的调整和优化影响着地方政府的发展活力和政策选择,历来是国内外学者关注的重要理论领域,不同学科从制度、属性和主体等维度对其进行考察并形成“竞争”与“合作”两大议题群。既有研究采取了对二者进行独立研究的方式,分别形成了各自的理论框架和研究模型。相对于理解抽象的地方政府间关系而言,现实中地方政府间关系在单次行动中呈现多重效应,可以将“竞争”与“合作”对立的二分观点重新统一到复杂关系中。结合我国城市群协同发展的实践,揭示现实地方政府间关系的复杂性,主要体现为对“委托—代理”“协调—合作—竞争”“区域目标—地方目标”等机制要素的整合,存在强协调竞争性合作和弱协调合作性竞争两种路径:强协调竞争性合作路径遵循以竞争强化合作、选择性收益带动集体性收益的逻辑;而弱协调合作性竞争路径则是地方政府采取绑定与桥接策略、以合作促进竞争并通过集体性收益带动选择性收益。local inter-governmental relations,the multiple effects presented by local inter-governmental relations in the single practice of reality can reunify the dichotomy of"competition"and"cooperation"in the complex relations.Based on the practice of the coordinated development of Chinese urban agglomerations,the complexity of local inter-governmental relations is revealed,which is mainly reflected in the integration of mechanism elements such as"principal-agent","coordination-cooperationcompetition"and"regional goal-local goal".There are two approaches:strong coordination competitive cooperation and weak coordination cooperative competition.The path of strong coordination competitive cooperation follows the logic that competition strengthens cooperation and selective benefits drive collective benefits.The path of weak coordination cooperative competition is that local governments adopt binding and bridging strategies to promote competition through cooperation and promote selective benefits through collective benefits.
