构建更高水平全民健身公共服务体系的治理逻辑、困境及路径

摘　　要：构建更高水平的全民健身公共服务体系是加快建设体育强国的重要基石,是顺应人民对高品质生活期待的内在要求。运用文献资料法、对比分析法等方法,对更高水平全民健身公共服务体系的构建逻辑与困境进行了分析。研究认为,更高水平全民健身公共服务体系要求的参与人群更广泛需要重新认识人的需求,要素支撑更强大需要整体系统治理,体制机制更灵活需要转变组织培育范式,资源布局更均衡需要充分利用数据平台。结合发达国家治理经验,提出相关策略:全民健身政策建构需要重新全面认识人的需求,促使健身人群更广泛;全民健身治理结构应采用整体系统方法,寻求要素支撑更强大;体育社会组织培育要健全内在方法论,锻造可复制的能力内核;治理手段需注重打造数据化共享平台,统筹资源布局更均衡。Building a higher-level public service system for national fitness is an important cornerstone to accelerate the construction of a sports power,and it is an internal requirement to comply with the people’s expectations for a high-quality life.Using literature,comparative analysis and other methods,this paper analyzes the governance logic and dilemma of a higher-level public service system for national fitness.The research shows that a wider range of participants need to re-understand the person’s need.Stronger element support needs whole-system governance.More flexible institutional mechanisms need change the cultivation paradigm,and a more balanced resource layout needs data empowerment.Combing foreign country’s experience,it is proposed that we need to plan fitness services based on the needs of person:we should empower meta governance institutions and integrate the overall system.We shall improve the internal methodology to activate the main body of governance while integrating data platforms and coordinate fitness resources.
