数字政府、治理能力与外资流入——来自全球188个国家(地区)的面板数据的经验证据

摘　　要：不同国家愈加认识到数字政府发展在吸引外商直接投资(FDI)中的作用,但对此议题的宏观实证研究尚需进一步完善。本文以2003—2018年的全球188个国家(地区)为样本,从宏观视角探索国家数字政府建设对外资流入的影响效应和国家治理能力维度变量在其中的作用机制。结果显示,国家数字政府发展程度对外商直接投资流入具有正面效应。机制检验发现,数字政府还可以通过腐败控制、治理效能提升为中介吸引外资流入。研究结论有助于深化对外商投资机制的认识,避免单一化依靠技术工具而忽略政府其他维度治理要素协同,可为政府数字平台建设、链接政府治理能力和吸引外资等提供参考。A large number of countries have increasingly recognized the role of development of digital government in attracting foreign direct investment(FDI),but the macro empirical research on this issue requires a further work.By collecting the data from 188 countries(regions)from 2003 to 2018 as samples,this paper explores the impacts of national digital government on the FDI and the mechanism of the role of national capabilities of governance from a macro perspective.The results show that the degree of achieving the digital development of national governments has a positive effect on the FDI.Observing and testing the mechanism shows that the digital government can also attract foreign capital inflows by controlling corruption control and improving the governance efficiency.The findings of this study improve the understandings of foreign investment mechanisms.They suggest that stakeholders can avoid relying solely on technical tools while ignoring the coordination of various elements of the governance and they can see them as a support for constructing governmental digital platforms,connecting governance capabilities and attracting foreign investments.
