以威海为例探究我国农产品质量安全管理体系

摘　　要：2018年之后,我国进行了新一轮的行政体制改革,对新行政体制下的农产品质量安全管理模式的研究已经刻不容缓。采用抽样检测的方式对威海市农产品质量安全现状进行全面分析,同时与国内畜禽产品质量安全监管模式进行比较,发现我国农产品质量安全存在法律和监管机构不健全、农药运输使用监管难、追溯体系尚未完全建立、承诺达标合格证制度存在不足、农产品质量安全意识薄弱等问题,提出了加强教育、加快农业科技发展、统一法律制度、强化机构建设、加快追溯体系建设、完善承诺合格证制度等一系列现实可行的解决措施。After 2018,my country has carried out a new round of administrative system reform,and it is imperative to study the agricultural product quality and safety management model under the new administrative system.In this study,the current situation of agricultural product quality and safety in Weihai city was comprehensively analyzed by sampling testing,and at the same time,it was compared with the domestic quality and safety supervision mode of livestock and poultry products.The traceability system had not been fully established,the compliance certificate system for commitment to compliance was insufficient,and the awareness of agricultural product quality and safety was weak.It was proposed to strengthen education,accelerate the development of agricultural science and technology,unify the legal system,strengthen institutional construction,speed up the construction of the traceability system,and improve the commitment certificate system,and a series of practical solutions.
