普惠金融发展能够防止返贫吗?——基于微观家庭多维贫困脆弱性的视角

摘　　要：将金融健康纳入普惠金融指标体系框架,利用中国家庭追踪调查(CFPS)数据,构建包括可得性、使用性和健康性三个维度的普惠金融指数,实证检验普惠金融对多维贫困脆弱性的影响,以探究普惠金融防止返贫的作用。结果表明:首先,普惠金融总指数及其分维度指数均与多维贫困脆弱性显著负相关;其次,机制检验表明,普惠金融可以显著降低多维贫困水平及其不确定性;再次,普惠金融减缓多维贫困脆弱性的作用在农村比在城镇更明显,在西部地区比在东部和中部地区更明显;继次,随着分位数水平的提高,可得性的作用整体呈下降趋势,使用性和健康性的作用整体呈上升趋势;最后,分不同金融服务和产品来看,银行存贷款、养老保险和商业性保险防止返贫的作用明显。Financial health is incorporated into the framework of the financial inclusion indicator system,and the China Household Tracking Survey(CFPS)data are used to construct a financial inclusion index including three dimensions of accessibility,use and health,and to empirically test the impact of financial inclusion on multidimensional poverty vulnerability in order to explore the role of financial inclusion in preventing poverty return.The results show that:first,both the total financial inclusion index and its sub-dimensional indices are significantly and negatively associated with multidimensional poverty vulnerability;second,mechanism tests show that inclusive finance can significantly reduce the level of multidimensional poverty and its uncertainty;third,the role of inclusive finance in reducing multidimensional poverty vulnerability is more pronounced in rural than in urban areas,and in western regions than in eastern and central regions;fourth,with the increase of the quantile level,the role of availability tends to decrease overall,and the role of use and health tends to increase overall;finally,by different financial services and products,the role of bank savings and loans,pension insurance and commercial insurance to prevent return to poverty is obvious.
