劳动所有权原则下社会保障权益配置公平的实践重构

摘　　要：从生存公平到劳动公平关涉社会保障从功能性分配到规模性分配的价值演进过程。从马克思对劳动所有权原则的解释系统来看,古典政治经济学及亚当·斯密的劳动价值理论关于劳动所有权原则的抽象理论与演绎起点,由于过于关注理论逻辑自洽,从而导致劳动者与所有权的错配,产生了异化的合成性谬误。为规避这一理论原则的“溢出效应”,还需从实践出发,重新建构基于社会实践的劳动所有权原则的解释系统,以此来阐释社会对贫困的道德指责属于归因谬误。由于欧洲社会理论建构层过于强调以劳动所有权原则的抽象基点的演绎,欧洲频繁的工人运动过于聚焦工资收入本身,从而忽视了基于劳动雇佣关系的社会保障劳动属性涵盖的劳动者个体必要劳动和剩余劳动部分,因此,需要重新从实践的视角出发,以社会共同责任为本位,重新审视由国家财政、企业、个人收入中分解出的消费性社会后备基金配置的基础问题。研究发现,社会保障权益配置的基础应属于劳动公平问题,由此,对从理论出发的劳动公平问题解构的轴心需要从理论上的所有权向劳动本身实践基点转向,逐步形成劳动所有权和劳动力所有权在实践、理念、理论和价值上的同构性,最终完成社会保障权益配置的劳动公平的实践重构。From survival equity to labor equity relates to the value evolution of social security from functional distribution to scale distribution. From the perspective of Marx’s interpretation system of the principle of labor ownership, the abstract theory and deductive starting point of the principle of labor ownership in classical political economy and Adam Smith’s theory of labor value pay too much attention to the self-consistency of theoretical logic, which leads to the mismatch between labor and ownership, resulting in the integration fallacy of dissimilation. In order to avoid the “spillover effect”of this theoretical principle, we should re-deconstruct the relations of production, and construct the explanation system of labor ownership principle based on social practice starting from practice, so as to explain that the social moral blame on poverty belongs to attribution fallacy. Due to too much emphasis on European social theory construction layer to the ownership of labor abstract basis points of interpretation, the frequent labor movement in European focused too much on wage income itself, and ignored the necessary labor and surplus labor of individual workers covered by the social security labor attribute based on labor employment relationship. Therefore, it is necessary to take social common responsibility as the standard,and re-examine the basic problem of the allocation of consumption social reserve fund decomposed from national finance, enterprise and individual income from a practical perspective again. The study found that the basis of the social security rights configuration should belong to the issue of labor equity, as a result, the axis of deconstruction of labor equity from the theoretical perspective needs to shift from the theoretical ownership to the practical basis points of labor itself, and gradually form the isomorphism of labor ownership and labor ownership in the practice, the concept, theory and value, so as to finally complete the practice reconstruction of labor equity in the al
