摘　　要：中国式现代化为分析中国社会救助发展提供了新的理论视角。本文从社会治理现代化和社会政策变迁的维度研究了中国共产党领导下的百余年社会救助实践,分析了中国社会救助的发展历程、行动原则和实践逻辑。认为,建党百余年来,社会救助在发展阶段、实施条件和政策理念等方面发生深刻的历史性巨变。中国共产党在革命和建设的不同历史时期组织开展了大量的社会救助实践,不断推进社会救助的时代性回应、革命性变革、适应性调整和创新性发展,形成了具有鲜明中国特色的中国式社会救助现代化道路,体现了中国社会救助人民性、保障性、民生性和法治性的发展要义,展现了在社会历史巨变中国家治理和社会建设的中国经验。Chinese modernization provides a new theoretical perspective for analyzing the development of social assistance in China.From the perspectives of social governance modernization and social policy changes,this paper studies the development of social assistance in China in the past decade under the leadership of the Communist Party of China(CPC),and analyzes the process,principles and practical logic of China’s social assistance modernization.This paper holds that since the founding of the CPC,social assistance has undergone profound historic changes in terms of its background and policy concepts.The CPC has carried out a substantial amount of work on social assistance in different historical periods,continuously promoting the responsiveness of social assistance to reality,as well as the revolutionary changes,adaptive measures and innovative development of social assistance.The Chinese path to social assistance modernization with distinctive Chinese characteristics has been formed,which provides protection in people-centered approaches and upholds the rule of law,demonstrating Chinese experience in governance and social development in the midst of signifi cant social changes.
