摘  要:针对高速公路PPP项目影响因素复杂,动态投资回收期难以确定的问题,以某高速公路PPP建设项目为背景,基于系统动力学基本理论提出了一种高速公路PPP项目成本与效益的研究模型。分析了高速公路PPP项目成本系统与效益系统的组成,构建了影响成本与效益的反馈回路,最后采用DYNAMO语言和Vensim软件建立了高速公路PPP项目的系统动力学模型。结果表明:高速公路PPP项目的成本增加会抑制项目建设的积极性;该项目动态投资回收期为20.2年,实现净现值回正;交通量和收费标准是影响高速公路PPP项目的重要因素。Aiming at the problem that the influencing factors of expressway PPP project are complex and the dynamic payback period is difficult to determine,a research model of cost and benefit of expressway PPP project is proposed based on the basic theory of system dynamics.This paper systematically analyzes the composition of the cost system and benefit system of the expressway PPP project,constructs the feedback loop that affects the cost and benefit,and finally establishes the system dynamics model of the expressway PPP project using DYNAMO language and Vensim software.The results show that the increase of the cost of the expressway PPP project will inhibit the enthusiasm of the project construction;The dynamic payback period of the project is 20.2 years,and the net present value is positive;Traffic volume and toll standard are important factors affecting the PPP project of expressway.
