摘　　要：“双碳”目标能够赋能农业高质量发展,在“双碳”目标背景下推进秸秆资源化利用是农业温室气体减排的重要举措。目前,秸秆“收储运”体系尚未形成良性运行机制,农户对于秸秆的价值认知具有较强的个体差异性,农户的秸秆资源化利用能力与利用行为均存在明显不足,农户的秸秆资源化利用相关技术的使用经验较少。因此,应加强政策宣传教育的有效性,提升农户秸秆资源化利用的参与意愿;加大政策资金扶持力度,尽快完善秸秆的“收储运”体系,破除秸秆资源化利用的科技瓶颈,全面推动技术革新与运用。The study finds that government policy support can promote the development of the industrial chain,and the business environment of enterprises needs to be further improved. The government intervention and guidance can improve the farmers′ utilization behaviors which are herd oriented. The cost of straw utilization restricts the development of industrial chain which can promote farmers to participate in the utilization. Farmers′ cognition has influence on straw utilization ability,which can promote straw resource utilization behaviors. In order to further improve the long-term mechanism of straw resource utilization,the following suggestions are put forward:pay attention to the effectiveness of policy publicity and education,and enhance the willingness of farmers to participate in straw resource utilization;increase policy and fund support and improve the "collection,storage and transportation" system of straw;break the scientific and technological bottleneck of straw resource utilization,and comprehensively promote technical innovation and promotion;and create a new pattern of diversified utilization of straw resources based on the situation of Jilin province.
