摘　　要：高价值专利培育是国家知识产权战略纲要的重要内容,而企业作为高价值专利创造和运用的主体,企业专利的价值评价有助于企业培育高价值专利,增强核心竞争力。首先从法律、技术和经济三个维度,筛选出一套能够突显企业专利价值的指标;之后选择熵权法TOPSIS模型对企业专利进行评价,搭建评价模型;再以化工新材料领域的上市企业作为评价对象,依据专利数据和企业财务年报数据,应用评价模型进行实证分析。从计算结果来看,基于熵权法TOPSIS模型的评价模型适用于企业专利的价值评价,并对企业知识产权核心竞争力的提高以及知识产权战略的制定能够提供参考和依据。Cultivationof the high-value patent is an important part of the national intellectual property strategy outline.As the main part of high-value patent creation and application,research on the value evaluation of enterprise patents can help enterprises cultivate high-value patents and strengthen the core advantage in the market.Firstly,based on the three dimensions of law,technology and economy,a set of indicators highlighting the overall patent value of enterprises are proposed.Afterwards,the TOPSIS model of the entropy method is established to evaluate the value of all the patents belonging to a given enterprise.Then,the listed companies in the field of new chemical materials are taken as the evaluation objects,combined with the data collected from the patent database and financial reports,is brought into the evaluation model for empirical analysis.As a result,the patent value evaluation index in this essay can be applied to evaluate the level of patent value of a group of enterprises as a whole,which is in line with the actual situation andcould provide a reference and basis for the improvement of the core competitiveness of the intellectual property of enterprises and the formulation of intellectual property strategy.
