环境风险企业应急预案专家评审模式解析——以化工企业突发环境事件应急预案评审为例

摘　　要：专家评审是落实企业应急预案第三方评价和质量控制的重要途径,然而实践中凭借经验判断和个人习惯而忽视要点审核的现象屡见不鲜,这难免让预案评审流于形式并错失了依靠专家有效提升应急能力的机会。基于作者团队大量环境风险企业应急预案评审经历和专家访谈分析,结合化工企业突发环境事件应急预案评审需求,从评审路径优化角度按“文本预审”“现场查验”“能力考量”进路深入解析环境风险企业应急预案专家评审模式,并给出各进路相应的任务边界、能力要求和执行要点。探索了由3条进路、10个项目、26项关键任务、49项评审要点构成的应急预案专家评审工作框架及内容,对规范专家评审和优化企业预案具有切实指导作用。The expert assessment is an important way to implement the third-party appraisal and quality control of enterprise emergency plan.However,it is not uncommon to rely on empirical judgment and personal habits but ignore the assessment of main points in practice,which inevitably makes the assessment a mere formality and misses the opportunity to effectively improve emergency response capabilities by relying on experts.Based on the analysis of experts interview and a large number of experience in environmental-risk enterprises emergency plan assessment by the author's team,combined with the requirements of a chemical enterprise emergency plan review,and from the perspective of assessment route optimization,this paper analyzed the expert assessment model in the environmental-risk enterprise emergency plan from three core subjects of"the text pre-review","field inspection"and"capability assessment"in depth,and provided the corresponding task boundaries,capability requirements and implementation points in each approach.This study explores the framework and content of the expert assessment based on 3 approaches,10 projects,26 key tasks and 49 review points in the emergency plan,which has a practical guiding role in standardizing the expert assessment and optimizing enterprise's emergency plans.
