摘 要:我国惠民保来源于商业保险公司承办的城乡居民大病保险,产品设计参照“百万医疗险”,其性质是商业健康保险,核心是政府支持;利益相关方主要有保险公司和再保险公司、医药和医疗器械生产企业、第三方机构、医保管理部门和普通居民;其特点是参与经营的商业保险公司很难获利、健康人群参保率会逐年下降、第三方机构是最积极的发起者和推动者。惠民保未来有两个前景,只能二选一,不存在既是商业健康保险产品,又有社会医疗保险职能的情况。Inclusive insurance products originate from the form of serious illness insurance for urban and rural residents in Shenzhen,and refer to the content of millions of reimbursement products from commercial health insurance.Its nature is commercial health insurance,and its core is government endorsement.The main stakeholders include insurance companies and reinsurance companies,pharmaceutical and medical device manufacturers,third-party institutions,medical insurance management departments,and ordinary residents.It is difficult for commercial health insurance companies in the operation of inclusive insurance products to make profits,and the insured rate of healthy people will decrease year by year.Third-party agency is the most active initiator and promoter.There are two prospects for inclusive insurance products in the future,but it can only be one of two options.There is no such situation,which are both a commercial health insurance product and a social medical insurance function.
