摘　　要：卫星通信作为“新基建”科技创新的前沿领域,具备基础设施产业和战略性新兴产业双重属性,其前瞻发展具有显著的经济效应、战略效应和潜在的后发优势。当前中国卫星通信产业前瞻发展的战略意识仍待提升,体制机制亟需激活。卫星通信产业的前瞻发展具有多重战略内涵。从国家安全维度,发展卫星通信对掌控关键数据基础设施,保障国家数据主权和信息安全,维护太空发展权具有重要意义;从区域平衡发展维度,卫星通信能进一步改善欠发达地区通信基础设施,保障平等发展权,推动实现共同富裕;从海洋强国战略维度,发展卫星通信有利于推进陆海联动,塑造数字化海洋经济新形态,增强全球海洋治理能力。中国应充分把握机会窗口,通过“有为政府”与“有效市场”的结合,发挥产业链核心企业和发达地区在卫星通信产业前瞻发展中的引领作用,同时强化创新政策和竞争政策,实现“后发先至”。As a frontier field of scientific and technological innovation of“new infrastructure”,satellite communication industry has the dual attributes of infrastructure industry and strategic emerging industry.Its forward-looking development has significant economic effects,strategic effects,and potential late-mover advantages.At present,the strategic awareness of the forward-looking development of China's satellite communication industry needs to be improved urgently,and the system and mechanism also need to be activated.The forward-looking development of satellite communication industry has multiple strategic connotations.From the perspective of national security,the development of satellite communications is of great significance for controlling key data infrastructure,safeguarding national data sovereignty and information security,and defending the right to space development.From the perspective of balanced regional development,the development of satellite communications can further improve the communication infrastructure in underdeveloped regions,ensure equal rights to development,and promote common prosperity.From the perspective of maritime power strategy,the development of satellite communications is conducive to promoting land-sea linkage,shaping a new form of digital marine economy,and enhancing the capacity of global marine governance.China should firmly grasp the window of opportunity in the forward-looking development of satellite communication industry through the high-quality combination of“promising government”and“efficient market”,give play to the leading role of core enterprises and developed regions,and strengthen innovation and competition policies to achieve late-development advantage.
