摘  要:在交通强国建设的大背景下,为有效提升交通项目建设投资效果,保证项目投资建设资金使用效益最大化,文章研究探讨了公共基础设施投资优选决策框架模型。首先模型在建立过程中,综合考虑项目的经济效益、社会效益、环保效益,构建了较为客观全面的指标体系框架;然后,使用区间直觉模糊集(IVIF)与MULTIMOORA方法相结合的理论方法对项目方案进行优选决策研究,合理规避了决策者的非理性问题;最后,经对比分析,通过项目案例验证了该模型方法的有效性。最终得出结论:对于大型城市来说,快速公交系统建设相较于地铁建设与公路整修更为经济、实用。其指标体系与方法模型可以为项目优选决策发展提供理论参考。In order to maximize the benefit of transportation investment project,an investment decision model is proposed in this paper under the background of the construction of transportation power.First,in the process of establishing the index system,the economic,social and environmental aspects of the project were considered comprehensively,and construct an objective and comprehensive framework of the index system.Then,the method combining the interval intuitionistic fuzzy set and the MULTIMOORA is used to make the optimal decision of the project scheme,which can reasonably avoid the irrational problem of the decision-maker.Finally,through comparative analysis,the effectiveness of the method is verified through the case,and the conclusion is drawn that,for large cities,bus rapid transit system construction is more economical and practical than subway construction and highway renovation.The index system and method model in this paper can provide theoretical reference for the development of project optimization decision.
