生态水利工程概(估)算编制难点及对策分析——以某生态水利项目为例

摘　　要：生态水利工程越来越受到重视,其涉及水利、市政和园林等多个专业交叉内容,其概(估)算编制超出水利工程和水土保持工程的定额范畴,需要综合多个行业进行定额编制概(估)算,导致实践中操作方法各不相同。文章从生态水利工程的特点出发,分析了生态水利工程概(估)算编制存在的问题,包括编制依据不足、缺乏水利工程造价指标与信息价格、估算阶段计价模式存在差别、对造价编审人员要求较高等,并通过实际案例项目实施过程中出现的问题与解决的办法,以工程造价改革为出发点,从水利定额内容更新、工程造价人才培养、发布水利工程造价指标和造价信息等角度提出建议,为编制造价文件提供参考,优化生态水利工程投资管理。Eco-hydraulic engineering are getting more and more attention.Its content involves multiple professional cross contents,such as water conservancy project,municipal engineering and Landscape engineering.The preparation of the estimate exceeds the quota scope of water conservancy engineering and water and soil conservation engineering.It is necessary to prepare the budget(estimate)by integrating multiple industry quotas,resulting in different operation methods in practice,which brings difficulties to the budget preparation.Based on the characteristics of ecological Eco-hydraulic engineering,this paper analyzes the problems existing in the preparation of ecological Eco-hydraulic engineering estimates,including the lack of preparation basis,the lack of water conservancy engineering cost indicators and information prices,the differences in the pricing models at the estimation stage,and the high requirements for cost preparation and review personnel.Based on the problems and solutions during the implementation of the actual case project,and taking the project cost reform as the starting point,the paper puts forward suggestions from the aspects of water conservancy engineering quota content update,project cost talent training,and the release of water conservancy engineering cost indicators and cost information.It is expected to provide guidance for the preparation of cost documents and optimize the investment management of Eco-hydraulic engineering.
