石油化工项目甲供材料核销费用审减原因分析

摘　　要：石油化工项目的介质往往有毒有害,因此对材料设备的要求较高,为了达到要求,许多石油化工建设项目会甲供材料。文章通过对甲供材料优缺点的对比,并以某油气回收设施改造项目中管道安装专业为例介绍了甲供材料核销的方法,分析了石油化工项目甲供材料核销费用审减的原因:施工单位对现场仓库管理不善;施工单位甲供材料计算错误;甲供材料领料量与定额消耗量的差距。其中,施工单位对现场仓库管理不善是造成甲供材料核销费用审减的主要原因。建设单位应建立完善的项目材料管理制度,对甲供材料从材料采办申请到出库实行全过程管理,加强对施工单位的材料领用审批。施工单位应提升对现场仓库的管理能力,完善甲供材资料的整理与归档制度,将超领的甲供材料及时予以退库,同时提高甲供材料的计算精度,提升施工工艺水平,避免造成不必要的损失。The medium of petrochemical projects is often toxic and harmful,so the requirements for materials and equipment are high.In order to meet this requirement,many petrochemical construction projects will supply materials by project A.By comparing the advantages and disadvantages of the materials supplied by A,and taking the major of pipeline installation in an oil and gas recovery facility renovation project as an example,this paper introduces the verification method for materials supplied by A,and analyzes the reasons for the cost audit reduction of material supplied by A in the petrochemical project:poor management of the on-site warehouse by the construction enterprises;the cost of materials supplied by A was miscalculated by the construction enterprises;the gap between the taken amount of material supplied by A and the quota consumption.The main reason for the reduction of verification expenses of materials supplied by A is the poor management of the on-site warehouse by the construction enterprises.The construction enterprises shall establish a perfect project material management system,implement the whole process management of materials supplied by A from material acquisition application to warehousing,and strengthen the examination and approval of the construction unit for the acquisition and use of materials.The construction enterprises should improve the management ability of the on-site warehouse and the sorting and archiving system of materials supplied by A,return the excess materials supplied by A timely,improve the calculation accuracy of the cost of materials supplied by A,enhance the level of construction technology,and avoid unnecessary losses.
