摘 要:营房工程投资估算指标是营房工程初步设计概算控制、限额设计、设计方案优化与比选的重要技术经济指标参考。原营房工程投资估算指标随着发展偏离市场价格,与实际市场情况不符,存在基本要素价格与现在的市场价不符,设计规范变化导致典型工程设计内容与原标准不同,标准与现行的计价机制不符合,指标价格固定的模式不符合该类计价标准的特点等问题。针对现存问题,文章研究了估算指标价差调整方法,提出了营房工程基数估算指标及人工、主要材料设备、机械消耗量等经济指标和抗震设防烈度、温区等因素调整系数,明确了使用原则和方法,实现估算指标的动态调整,对做好目前军队营房工程的投资编审提供了依据。Estimation index of investment in barracks project is an important technical and economic index reference for preliminary design estimate control,limit design,design plan optimization and comparison of barracks project.Estimation index of investment in original military barracks project deviates from market prices as it develops and does not match the actual market conditions,and there exist problems such as inconsistency between price of basic elements and their current market prices,typical engineering design content different from the original standard due to changes in design specifications,deviation of the standard from the current pricing mechanism,and inconformity of fixed model of index prices with characteristics of this type of pricing standard.In view of the existing problems,this paper researches the method of adjusting the price difference of estimation index,proposes adjustment coefficients for the base estimation index of barracks project,the economic indexes of labor,main material and equipment,mechanical consumption and other factors such as seismic intensity and temperature zone,clarifies the principles and methods of use,realizes the dynamic adjustment of the estimation index,and provides an important basis for investment compilation and review of the current military barracks project.
