农业产业数字化的实践逻辑及其关键机制——基于四省四县的多案例分析

摘　　要：基于创新的SACP理论分析框架,结合吉林东辽县、山东平阴县、山西隰县和陕西柞水县等4个代表性县域的农业产业数字化转型实践进行多案例分析。结果表明:农业产业数字化转型呈现空间拓展、主体能动、赋能-攀升、效益指向的实践逻辑,而农业产业的数字化转型能力内嵌于特定的数字化情境,产业数字化动态能力和产业攀升能力是农业产业数字化转型的核心能力。基于此,农业产业数字化转型升级的关键机制在于构建数字化转型动态能力,建议从数据、人才和设施等数字赋能驱动的产业数字化动态能力,与依靠产业融合、资源整合和生态耦合引致的产业攀升能力这两方面推进农业产业数字化转型。Based on the innovative SACP theoretical analysis framework,this study conducts a multi-case analysis of the digital transformation practice of the agricultural industry in four representative counties-Dongliao county in Jilin province,Pingyin county in Shandong province,Xi county in Shanxi province,and Zhashui county in Shaanxi province.The results show that the digital transformation of the agricultural industry presents the practical logic of spatial expansion,subject initiative,empowerment--climbing and benefit orientation while the digital transformation ability of the agricultural industry is embedded in specific digital situations,and that the dynamic ability of industrial digitization and the ability of industrial climbing are the core capabilities of digital transformation of the agricultural industry.Based on this,the key mechanism for the digital transformation and upgrading of the agricultural industry lies in the construction of digital transformation dynamic capabilities.The digital transformation of the agricultural industry should be promoted from the two aspects of industrial digital dynamic capabilites driven by digital empowerment such as data,talents and facilities,and industrial climbing capabilities built by industrial integration,resource integration and ecological coupling.
