数字基础设施建设与农户贫困脆弱性——基于“宽带中国”战略的经验证据

摘　　要：基于中国家庭金融调查(CHFS)数据,以“宽带中国”战略试点城市作为准自然实验,构建多期双重差分模型实证检验数字基础设施建设对农户贫困脆弱性的影响及其作用机制。结果表明:数字基础设施建设能够有效缓减农户贫困脆弱性,且考虑到模型设定、随机因素干扰等问题后,上述结果依然可靠;数字基础设施建设可以通过增加农户互联网使用、提升社会资本和非农收入得以缓减贫困脆弱性,即产生信息效应、交际效应和就业效应;异质性分析结果显示,相较于低文化程度、低等级城市家庭,数字基础设施建设对高文化程度、高等级城市家庭的减贫效应更强。基于此,建议加快建设农村地区数字基础设施,完善农村数字化转型保障,提高农户数字经济参与能力,从而实现包容性增长。Based on the data of China Household Finance Survey(CHFS),taking the pilot city of“Broadband China”strategy as a quasi-natural experiment,this paper constructs a multi-period double difference model to empirically test the impact and mechanism of digital infrastructure construction on rural households’poverty vulnerability.The results show that digital infrastructure construction can effectively alleviate the poverty vulnerability of rural households,which remain reliable after considering the problems of model setting and random factors interference.The construction of digital infrastructure can alleviate poverty vulnerability by increasing rural households’Internet use and improving their social capital and nonagricultural income.That is,it can produce information effect,communication effect and employment effect.The results of heterogeneity analysis show that compared with low-levl urban families with lower education,the poverty reduction effect of digital infrastructure construction on high-level urban families with better education is stronger.Therefore,it is suggested to speed up the construction of digital infrastructure in rural areas,strengthen the guarantee of rural digital transformation,and improve rural households’ability to participate in digital economy so as to achieve inclusive growth.
