政府激励性规制对家庭农场安全农产品生产绩效的影响——基于江西省调研数据的实证分析

摘　　要：基于2021—2022年江西省实地调研数据,采用DEA-Tobit方法测度家庭农场安全农产品生产绩效,探究政府激励性规制对家庭农场安全农产品生产绩效的影响。结果表明:江西省家庭农场规模效率较高,但综合效率和技术效率水平低下,且综合效率主要受到技术效率制约;不同禀赋特征的家庭农场的安全农产品生产绩效存在一定的差异;政府激励性规制能够显著提高家庭农场安全农产品生产绩效,但各类政府激励性规制对其绩效的提升作用具有异质性;安全生产行为采纳数量在政府激励性规制对家庭农场安全农产品生产绩效影响中发挥着部分中介效应;安全生产参与程度在政府激励性规制对家庭农场绩效的影响中发挥着负向调节效应。基于此,建议加大政策激励力度、完善分类施策机制、提高技术应用水平、强化人才培训服务,以提升江西省家庭农场安全农产品生产绩效。Based on the field survey data of Jiangxi Province from 2021 to 2022,the DEA-Tobit method was used to measure the production performance of safe agricultural products of family farms,and the impact of government incentive regulations on the production performance of safe agricultural products of family farms was explored.The results show that while the scale efficiency of family farms in Jiangxi province is high,the level of comprehensive efficiency and technical efficiency is low,and that the comprehensive efficiency is mainly restricted by technical efficiency.There exist some differences in the performance of safe agricultural products of family farms with different endowment characteristics.Government incentive regulations can significantly improve the production performance of safe agricultural products in family farms,but the effect of vari⁃ous government incentive regulations on improving their performance is heterogeneous.The number of safe pro⁃duction behaviors taken by farmers plays a part of intermediary effect in the impact of government incentive regulations on the production performance of safe agricultural products on family farms.The degree of partici⁃pation in safety production plays a negative regulatory effect in the impact of government incentive regulations on the production performance of family farms.In order to improve the production performance of safe agricul⁃tural products of family farms in Jiangxi,the government should increase policy incentives,improve the classi⁃fied policy implementation mechanism and the level of technology application,and strengthen personnel train⁃ing services.
