摘　　要：科技发展和业态变革使企业的创新竞争日趋激烈,基于产业链的集群创新为企业发展提供了新机遇,但集群合作创新关系不稳定问题突出。物流产业在中国经济发展中处于重要地位,也面临着这样的发展困境。文章从物流园区——物流产业集群的空间表现形式出发,对政府、物流园区和园区企业进行三方动态博弈分析,探讨物流产业集群合作创新机制。研究表明:政府从规制成本、物流需求方及园区企业社会福利、物流园区稳定发展和社会公正考虑,采取“规制”策略。物流园区从企业收益及成本、园区用户量以及政府惩罚(负向激励)考虑,将“积极管理”作为主要策略。从政府及园区惩戒、用户规模、企业收益及成本则被纳入园区企业考虑范畴,选择“合作创新”策略,三者共同构建更稳固的物流产业集群合作创新关系。最后,在研究分析的基础上就物流产业集群合作创新对物流园区、政府和园区企业提出了相应的政策建议。The development of science and technology and the change of business formats make the innovation competition between enterprises increasingly fierce.Cluster innovation based on industrial chain provides new opportunities for the development of enterprises,but the unstable relationship of cluster cooperation innovation is prominent.Logistics industry plays an important role in China’s economic development and is also facing such a development dilemma.Therefore,starting from the spatial expression form of logistics park--logistics industry cluster,this paper analyzes the tripartite dynamic game among the government,logistics parks and enterprises in the park,and explores the cooperative innovation mechanism of logistics industry clusters.The results show that the government takes“regulation”strategy from the consideration of regulation cost,logistics demand side,social welfare of enterprises in logistics park,stable development of logistics park and social justice.Logistics parks takes“active management”as the main strategy from the consideration of enterprise income and cost,the number of park users and government punishment(negative incentive).Enterprises in the park takes“cooperative innovation”strategy from the consideration of government and park punishment,user scale,enterprise income and cost,and the three work together to build a more stable cooperative innovation relationship of logistics industry clusters.Finally,on the basis of research and analysis,this paper puts forward corresponding policy suggestions for logistics parks,government and enterprises in logistics parks.
