云南省甘薯产业特征分析及发展建议

摘　　要：作为云南省第二大薯类作物,甘薯产业长期滞后于全国及周边发展水平,游离于国家产业体系及政策扶持之外,产业发展的问题和短板愈发突出。通过两年多来对云南甘薯主要生产区域、典型生产村镇、代表性企业和合作社进行的实地调研和访谈,对部分产区数据和现存的文献资料进行重点收集,发现2021年云南省甘薯种植面积达14万hm2,产量超过300万t;总结出云南省甘薯种植生产具有立体气候与区位优势独特、生产发展多形态并存、边际山地高效利用典型、农业高质量发展比较优势明显等四大突出特点,产业发展上具有鲜薯品质与市场供应优势突出、加工产业起点高结构好、紫甘薯产业优势独特、市场主导产业带动渐成主流等方面的产业链发展特征。基于此,从顶层设计、科技支撑、产业问题等方面分析了制约云南省甘薯产业发展的因素,提出了补齐产业短板,推动云南甘薯产业的有序、健康、高质量发展的对策建议。As the second largest potato-crops in Yunnan province,sweet potato industry is always backward a long distance with the developing level of the country and around provinces for a long time,out of the supports of the national industrial technology system and industry development policy.The developing problems and short boards are increasingly prominent.In the last two years,through field investigation and interviews on the development status of main sweet potato production areas,the typical villages and towns,representative enterprises and cooperative,and industry data of some regions and the existing literatures were collected,it was found that in 2021,the planting area of sweet potato in Yunnan was 140000 hectares,and the total yield was more than 3000000 tons,there were four obvious features on plant production,included three-dimensional climate and unique location advantage,coexistent forms of several production development,the typical efficient utilization of marginal mountain areas,obvious comparative advantage in the high-quality agricultural development,and there were four aspects industrial chain characteristics,including the prominent superiorities on quality and market supply of fresh roots,high starting point and good structure of processing industry,unique advantage of purple sweet potato industry,market and industry leading gradually into the mainstream.Based on this,the factors restricting the development of sweet potato industry were analyzed from the top design,technology support,and industrial problems and so on,and countermeasures and suggestions were put forward to fill the short boards,promote the orderly,healthy,high-quality development of sweet potato industry in Yunnan.
