摘　　要：财政体制作为经济规范运行的重要支撑,对区域创新具有保障作用。对此,文章选取2005—2020年285个城市的面板数据作为样本,运用固定效应模型和面板门限模型实证检验财政分权对区域创新的影响及作用机制,并进一步考察引资竞争下财政分权的创新效应。研究发现,财政分权具有显著的创新效应,且随着分权程度不断深化,财政分权对区域创新的促进作用呈现边际效应递减的非线性特征。财政分权对区域创新的促进作用存在基于引资竞争的门限效应,高水平的引资竞争有利于发挥地方政府本地化优势,强化创新效应。作用机制检验结果显示,财政分权会通过影响政府创新偏好间接促进区域创新。As an important support for the standardized operation of economy,the financial system guarantees regional inno⁃vation.This paper selects panel data of 285 cities from 2005 to 2020 as samples,uses fixed-effect model and panel threshold model to empirically test the influence and mechanism of fiscal decentralization on regional innovation,and further investigates the innovation effect of fiscal decentralization under the investment competition.The study findings are shown as follows:fiscal decentralization has a significant innovative effect,and with the deepening of decentralization,the role of fiscal decentralization in promoting regional innovation presents a nonlinear feature of diminishing marginal effect.The role of fiscal decentralization in promoting regional innovation has a threshold effect based on investment competition,and the high level of investment competi⁃tion is conducive to giving play to the localization advantages of local governments and strengthening the innovation effect.The re⁃sults of mechanism test show that fiscal decentralization indirectly promotes regional innovation by influencing government inno⁃vation preferences.
